In the episode, new evidence of a mass murder case from 1995 is found, Captain Brad Hunter, who worked on the case as a rookie cop and Lieutenant Nick Jeffries, who worked on the case as a detective, sets out to find the killer, fulfilling the promise he made to the victim's daughter and Captain Hunter's sister Brenda 29 years ago.
