Several stories mesh together in this six-part episode as Quillsville Police reopens the 2019 murder of Fox 11 news anchor Zach Mullins. They soon learn that he had just finished working on a big story involving an Fox 11's dangerous working conditions shortly before his death. They also uncover the fact the dog bites Mullins suffered in 2007 did not come from Tabby after all, but also bit Gene Cox in 2009, Ken Owen in 2010, Scott Swan in 2019, as well as killing four Port Melissa/Fort Wayne anchormen in 2020 and Chris Moollooly in 2023.

Meanwhile, Ava is skeptical when she hears that Mayor Pence is considering marrying her brother Albert, due to the problems Albert had before with three abusive ex-girlfriends and an abusive ex-wife whom the Quill County coroner now says killed another man, Danrick Cereack, in 2002.

  • In the intro, Zach Mullins and Angela Stroup mentions the ending of the 2008 Writer's strike and the shows such as Cold Case and CSI: Miami (in which both shows also aired on CBS at that time as well as featuring Kathryn Morris and David Caruso as Philadelphia Detective Lilly Rush and Miami Lieutenant Horatio Caine in live-action form, respectively in addition to their respective voice of Lilly Rush and Harry Willis) would be returning, however the 2008-2009 television season had their scripted shows either debut or have their season premieres between October and December.

Just as Ava's brother, Albert, was presumed dead after 22 years, he makes a miraculous return from his coma. From there, Albert retells the time when he was married to Julie from 1994 to 1996. The marriage seems happy until Julie starts abusing Albert and becomes obsessed with him. Albert divorces Julie and gets a restraining order against her but this doesn't stop Julie and she kidnaps Albert and shoots his girlfriend Nicole Pence. Julie is later caught by the police and is taken to jail but later escapes from jail and Albert knows that now he must protect himself, Baxter (now Bianca), and Austen and her daughter and that they're in real danger.

Hungover after a night out, Angie, Sharane, Stephanie and Miles realise they had a brilliant, million-dollar ideas but have no clue what it was. To make sure they don't lose any more million-dollar ideas while they're drunk, they all fit themselves with police-grade body cams. Reviewing the footage following another night out shows Angie, Sharane and Miles pitching an idea on Shark Tank. Meanwhile, Heather finds Melissa's mother, Bill, in a hotel bar after he's seen the video, and the two end up spending the night together again, except this time they both decide to enter a relationship together which Stephanie and Melissa vehemently objects to. Despite Heather's efforts to show her seriousness and bond with her, Melissa forces Bill to choose between either himself or in his life. Bill chooses her transgendered daughter, so he and Heather decide to end their relationship amicably, with fond memories of their time together.

Angie takes the stairs at the Mississinewa Brewery & Cola Company upon not wanting to take the elevator with a woman who has a mutual thing in common with him. After Sharane fails to rescue her and Angie accidentally sets off the fire alarm, she gets reprimanded by Lou (Fred Dryer) for her being obese enough to not make it up the stairs and the water damage that she unintentionally caused. This causes Angie to turn to Stephanie for help in losing weight. Meanwhile, Heather reads something from Ava's creative writing and songwriting club as she, Tabby and Shushu suspect that Ava is having an affair with Krista that matches the description of one of her story's characters.

Ava, Melissa, and Kendra take a road trip from Quillsville to New York, but end up in jail that houses both males and trans women while Pamhouser, Alisan, Avril and Karly take a road trip to California, but Avril crashes the car in Las Vegas causing Avril and Alisan having the greatest time in Vegas while Pamhouser and Karly has the worst time in Vegas. When Dylan and Deanna respectively find Alisan and Ava, they discover that Pamhouser has been an undercover prostiute for the Las Vegas Metropolitan Police while recovering from gunshot wounds in 2019 until getting enough funds needed in order to return to Quillsville in 2020
  • Angie, Mandy, Tabby, Shushu and Heather don't appear in the episode.
  • This episode aired on the 10th anniversary of both Rachael Passalt and Ava Zinn's daughter, Tiffani.

When ballistics tie a recent murder case of Ava Willis' to a serial killer who has been inactive since 1998, a tough FBI agent with ties to Brad Hunter shows up to enlist the team's aid in finding the killer who has eluded her for 27 years. After determining the serial killer's identity - and some of his likely future targets - the team and the FBI work together to apprehend him while trying to locate and protect the people he's preparing to kill.
  • There is no song used in the intro nor the finale.
  • The last scene in Part 2 depicts another victim being shot, showing the killer that the team is trying to track down. Song playing on the radio is 'Let's Ride Into the Sunset Together' played by 'Lost Weekend Western Swing Band'.

Ava is bothered that Angie has never read a book, so she tells her to read Arcade Fever. When she goes to the library, the librarian hands Angie what she believes is an audio version of the book; it turns out to be the Buckner & Garcia songs "Pacman Fever" and "Do the Donkey Kong", and Angie can't get enough of "Do the Donkey Kong", the first song she hears. While driving around town listening to the song, she crashes into a tree and ends up in a coma.

After Miles opens up a dog and cat-friendly bar, Heather tries to shut it down, stating that it is harmful to public health. When Sharane shuts the place down, the city bans all animals from public places, confining Heather, Tabby and Shushu to the house. Meanwhile, in an attempt to improve the family's morals after Mandy and Brynn skip physical education class, Ava takes them with her to summer camp, but Ava quickly finds it boring herself.

In a retelling of the made-for-TV movies Desperate Justice (1993) and Cruel Justice (1999), the team reopens the 2003 rape of Laura Donaldson. The team discovers that the young man was a serial rapist, whose victims, including, were rebuffed when they sought help. When Laura falls victim to a second rape by the same suspect, Laura's sister Angie and father, Bob, stop at nothing to seek justice. Despite best efforts by the Quillsville Metropolitan Police Department, the court system fails Laura, Angie and Bob and the latter two take matters into their own hands, even if it means murder.
