Rumer Spensha Moffitt is a fictional character from the American animated television series Queen of the Willis. She is the daughter Heather Willis and John Moffitt, introduced in "The Former Life of Heather". Heather left John after Rumer was born, leaving her not knowing what it's like to have a mother. When she visits John, he had become a fat redneck. John told Heather, Rags (now Tabby) and Shushu about Rumer when they went to visit him. Heather goes back to the house and tells Ava and Angie about her. John soon drops Rumer off at Heather's so mother and daughter could bond. At first, she was disrespectful towards Heather and her family. When she is introduced to Deanna. When Heather decided she was finally going to give up, one of them dropped a DVD of lesbian porn. They both called out for it. While watching the porn they realized they had a lot in common and became close. Heather soon became very protective of Rumer.

Heather was very tired of Rumer's bad attitude, so she turned her into a nicer person. Angie, sick of Heather's overemotional reactions to the slightest things, convinced John to take Rumer back. Even though Heather was against it, Rumer said she must go because she can change her dad's life the same way Heather changed hers.

Melissa Rose pointed out to Heather during her rant in "Ten Years to Life" that she is not a part of her daughter's life.

Rumer returns in "The Rape of Heather Willis" after she learns about the sexual assault of her mother and learns she will have brother Arthur Tur.
